Federal Government Updates Vessel Operation Restriction Regulations

The federal government has finalized updates to the Vessel Operation Restriction Regulations (VORR), which govern how local authorities can restrict access to waterways, including how quickly restrictions can be implemented and how rules apply to certain vessels.
Key changes include:
  • A faster approval process for restrictions, aimed at addressing urgent local needs. 
  • Clear definitions for power limits on electric vessels to reduce confusion for boaters and enforcement agencies.
  • A simplified application process for local authorities seeking restrictions and enforcement support.
Consultation with stakeholders remains mandatory before new restrictions are approved, and ministerial powers are limited to exceptional circumstances. The changes follow more than 400 submissions during the consultation period. The final regulations can be viewed in the Canada Gazette.
Through the consultation, NMMA Canada pushed to ensure that local Marine Trade Associations (MTAs) are formally consulted in the process. NMMA will also ensure this commitment is followed with Transport Canada, and we will work in collaboration with the Canadian Marine Recreation Association (CMRA) to equip MTAs with the tools and support they need to make sure the voice of boaters is heard throughout these consultations.
