Marine Manufacturers Join Chorus of Manufacturing Industry Leaders to Push for Advancement of Senate Tax Provisions

The Senate passed the “One Big Beautiful Bill” on July 1, marking a significant step forward for key provisions long championed by the manufacturing sector. The bill now returns to the House, where a final vote is expected as early as today, July 2. House GOP leadership is aiming to send the legislation to President Donald Trump’s desk by the July 4 holiday.

In partnership with the National Association of Manufacturers (NAM), NMMA and several member companies signed a joint industry letter urging Congressional leaders to pass the bill and advance its key pro-growth tax policies that support small businesses, fuel domestic manufacturing and sustain middle-class jobs.

Key Provisions in the Current Bill:
  • Permanent extension of the 2017 tax cuts for individuals and businesses;
  • Restoration of immediate R&D expensing;
  • 100% expensing deduction for new and modernized factories;
  • EBITDA-based standard for interest deductibility (Section 163(j));
  • Permanent 23% pass-through deduction (Section 199A) for small businesses;
  • Preservation of the 21% corporate tax rate;
  • Provisions addressing estate and gift tax exemptions for family-owned businesses.


These provisions, along with extensions of the 2017 Tax Cuts and Jobs Act (TCJA), are especially vital to marine manufacturers and their supply chains, which depend on stable tax frameworks to reinvest in facilities, equipment and workforce development. Notably, a controversial section in the bill that would have allowed for selling millions of acres of public lands and access areas was removed after facing swift pushback from congressional members of both parties and the outdoor recreation community. 

What’s Next

A full House vote is expected as soon as today. If passed, the bill will head to the President’s desk for signature. NMMA will continue to advocate for tax policies that promote investment, support small businesses and strengthen the competitiveness of the U.S. recreational marine manufacturing industry.
