Texas Signs Major Titling & Registration Reform Into Law
On May 27, Governor Greg Abbott signed Senate Bill 1267 into law—marking a major win for Texas’ recreational boating community.
S.B. 1267 by Senator Carol Alvarado modernizes the state’s outdated vessel and outboard motor titling and registration system by streamlining administrative processes, improving consumer protections, and aligning Texas regulations with national best practices and U.S. Coast Guard standards. The law takes effect Jan. 1, 2028.

- Shortened application window for new owners (from 45 to 20 days)
- New criminal penalties for failing to report hull damage before a sale
- Stronger protections against fraud and stolen vessels
- Improved privacy protections for vessel owners
NMMA Western Government Relations Manager Emily Villanueva testified in support of the bill during the legislative process, highlighting how S.B. 1267 will help prevent fraud, strengthen resale value, protect dealers, and enhance financing and insurance opportunities for boaters.
With over $11 billion in annual economic impact and 38,000+ jobs supported by recreational boating in Texas, this legislation is a major step forward in securing the industry's future in the Lone Star State.
