Congress Makes Moves to Advance a Tax Plan with Sights on End-of-May for President’s Desk

On Saturday, House Republican Leadership shared an update with House lawmakers on the path forward for a sweeping legislative package being developed through the budget reconciliation process. With the Senate officially passing its version of the budget resolution, the House is now poised to consider the amendment next week—marking a key milestone toward what President Trump has dubbed “One Big Beautiful Bill.”

This legislative package aims to deliver on a wide-ranging set of priorities, including tax relief, deficit reduction, and pro-growth economic policies. If successful, the reconciliation bill is expected to extend key provisions of the 2017 Tax Cuts and Jobs Act (TCJA), which are set to expire in 2025.

For the recreational boating industry, this development is particularly significant. NMMA continues to advocate for a pro-growth tax code that protects small businesses, supports U.S. manufacturing, and ensures global competitiveness. Preserving TCJA provisions—including the lower corporate tax rate, small business expensing, and incentives for greater innovation and reinvestment—remain a top priority for NMMA and the boating industry.

In the letter, Speaker Johnson, Majority Leader Scalise, Majority Whip Emmer, and Conference Chairwoman McClain emphasized that while the budget resolution itself is not the final legislation, it sets the stage for reconciliation to begin. The final bill is expected to be a single, unified product crafted collaboratively by the House, Senate, and White House, with the goal of sending it to the President’s desk by Memorial Day.

The reconciliation process allows legislation to pass the Senate with a simple majority, bypassing the 60-vote threshold typically required. As this effort advances, NMMA is actively engaging with congressional leadership and key committees to ensure that the final reconciliation bill reflects the priorities of the recreational boating industry.
