I have received several notifications for the boat standard that have come through the Administrator's office. I noticed that the cc to the Administrator was not on the draft notification that you sent me a while back. It is not required that the notification be sent to the Administrator (since it is sent to the State or local agency that has delegation), and it increases the paperwork burden for your members and us. Each piece of correspondence received by the Administrator is dated and reviewed for content to determine who within EPA it should be sent to. Given the number of MACT standards and sources subject t them, receiving notifications from each source would be overwhelming. Please call me if you have questions/comments. Thanks.

Relevant standard: NESHAP for Boat Manufacturing, effective date: August 22, 2001. The facility is an existing major source, so the compliance date is
August 22, 2004.

Bill's Boats make fiberglass boats using open molding operations. With open molding, most of our emissions are styrene and methyl methacrylate from production and tooling resins and gel coats. We also have carpet and fabric operations, which emit xylene and toluene. We do not have any closed molding operations or aluminum boat operations. The majority (or all?) of our emissions are fugitive emissions: therefore, we do not have identification of "points" of emissions. We make X boats per year at the plant (or maybe use resin / gel coat usage instead) and the plant capacity is Y boats per year.
